Federal Budget IQ is excited to announce that Maureen Holohan is joining the group as a Consultant. Maureen has been a FBIQ contributor since December 2019.
Maureen Holohan is a federal appropriations and policy expert with extensive experience in the Executive and Legislative Branches of the U.S. Government. She held multiple senior positions while serving the Committee on Appropriations of the House of Representatives from 2001 through 2018. During her time on the Committee, Ms. Holohan served as majority staff under four full Committee Chairmen, both Republican and Democrat.
Most recently, Ms. Holohan served as Deputy Staff Director for the House Appropriations Committee from 2017-2018, with responsibility for helping manage and negotiate $1.3 trillion in annual appropriations and multiple emergency supplementals. She was Clerk for the Veterans Affairs and Military Construction Subcommittee from 2015-2017 and on the Defense Subcommittee from 2013-2015, handling intelligence agencies and information technology. Ms. Holohan also was the Branch Chief for Defense and Intelligence for the Committee’s investigative arm and earlier served on the Agriculture Subcommittee from 2001-2007.
Ms. Holohan’s first 12 years of public sector service were at the Food and Drug Administration, where she was a policy and budget analyst, specializing in forecasting, budgeting and performance management.
