Charles Kieffer Joins FBIQ Team

Federal Budget IQ is excited to announce that Charles Kieffer is joining the group as a Consultant. Mr. Kieffer has been a guest contributor to FBIQ since January 2024.

Mr. Kieffer is the consummate federal budget and appropriations process and policy expert with 44 years of senior-staff experience in both in the Senate and the Executive Branch. He served on the Senate Appropriations Committee staff for over 20 years including over a decade as Staff Director of the Senate Appropriations Committee for three Chairs—Byrd (D-WV), Mikulski (D-MD), and Leahy (D-VT)—managing a staff of over sixty professionals allocating and providing oversight of $1.7 trillion annually. Kieffer also served as Clerk of both the Senate Homeland Security and District of Columbia Appropriations Subcommittees.

In the Executive Branch, Mr. Kieffer served as Acting Associate Director for Legislative Affairs for the Office of Management and Budget (OMB) during the Clinton Administration, and as Special Assistant to the Director and Chief for Appropriations Analysis for OMB during the Reagan, Bush (41), and Clinton Administrations. Before joining OMB, Mr. Kieffer served in the Office of the Secretary for HEW/HHS.
