Charles Kieffer was Staff Director of the Senate Appropriations Committee for Chairmen Robert Byrd and Patrick Leahy and for Chairwoman Barbara Mikulski. He was the Chief for Appropriations Analysis for OMB during the Reagan, Bush (41), and Clinton Administrations. He received the President’s Distinguished
Executive Award and the Stennis Center Congressional Staff Leadership Award.
