An original Federal Budget IQ® professional team member, Greg Waring has served as the firm’s Research Director and Leader of its Federal Civilian Practice since January 2014. Mr. Waring is a federal budget process, policy, and scoring expert with over a decade of experience covering a wide range of issues including technology policy, transportation infrastructure, financial services, and federal credit programs.

Before joining Capitol Solutions® in August 2011 as Vice President, Budget and Policy, Mr. Waring served as a senior analyst for the House Budget Committee for almost 5 years under former Chairman, John Spratt (D-SC), and Ranking Member Christopher Van Hollen (D-MD). While at the committee, Mr. Waring developed, negotiated, and worked to implement important areas of the House’s budget blueprints for 2007 through 2010. In 2010, Mr. Waring staffed Chairman Spratt in his role as a member of the National Commission on Fiscal Responsibility and Reform.

Mr. Waring helped develop the offsets necessary to make the Wall Street Reform and Consumer Protection Act (“Dodd-Frank”) PAYGO compliant in the House of Representatives. His budget and congressional scoring expertise also eliminated budget and scoring obstacles that jeopardized enactment of major patent, copyright, and Postal Service legislation.

Before joining the Budget Committee staff, Mr. Waring served as an analyst for the Congressional Budget Office (CBO), providing budget forecasts and cost estimates for transportation, community development, and justice accounts. His work at CBO included estimating the impact of proposed legislation on the federal and the state and local governments.

Originally from Southern Maryland, just outside of Washington, DC, Mr. Waring lives in Bryans Road, MD, with his wife and two children. He received a Bachelor of Arts degree from the University of Maryland Baltimore County and a Masters in Public Administration from Princeton University’s Woodrow Wilson School of Public and International Affairs.
